Montenegro Citizenship Program:
The government has, very recently, announced the launch of its Special Investor Program, a citizenship by investment program, which began accepting applications from 1st October 2018.
The economic citizenship program will be available to up to 2,000 exclusive applicants from non-EU countries for a limited period of three years.
Investment requirements are as follows:
1) Contribution (donation) of EUR 100,000 to a Government Fund, and;
2) Investment of EUR 250,000 in approved real-estate in underdeveloped areas of Montenegro, or;
3) Investment of EUR 450,000 in approved development projects in developed areas of Montenegro.
In addition, there is a government fee of EUR 200,000 per application. This contribution will be directed to a special fund for the advancement of underdeveloped areas (EUR 100,000) and towards the Innovation Fund of Montenegro (EUR 100,000).
Citizenship By INVESTMENT
Montenegro Citizenship by Investment Options: The investor and family must make a significant economic contribution to the country (donation plus real estate investment as listed above) and can immediately obtain their passports once their application is approved and the documents are valid for an initial period of five years with the possibility to renew
indefinitely. It is not required to permanently reside in the country. Deprivation of citizenship may occur if the citizen does not spend at least 5 days in Montenegro during the period of five calendar years after having obtained citizenship and they will not be entitled to repayment of any investment, contribution or purchase price made by them in their original application for citizenship. Furthermore, deprivation of citizenship will occur where such registration as a citizen was obtained by false representation or fraud or willful concealment of material facts or the person has been convicted in Montenegro of an act of treason or sedition.
Tax-Friendly Environment:
Montenegro has double tax treaties with 41 countries.
- Annual real-estate tax: 0.25 – 1%
- Property Transfer tax: 3%
- VAT: 19%. In certain cases, a possibility of a refund of VAT, paid on the first sale of the property, is also possible if the property is being used for business purposes.
- Reduced rate of 7% VAT applies on certain goods and services.
- Personal Income tax: 9%
- Corporate Profit tax: 9%
- Withholding tax: 9%
Favorable tax regime, equal treatment of the foreign investors by law and presence of double tax treaties with different countries are some of the features that add to the investors’ confidence.
APPLICATION PROCESS
To apply for Citizenship Program Montenegro, applicants must be at least 18 years of age, be of a good character with no criminal record, and have good health. An applicant may apply together with his or her spouse and dependent children, and, in some cases, dependent elderly parents or grandparents. The process of applying for citizenship in Montenegro is rigorous and requires diligent preparation to gather all the information needed. Application timelines can vary and be difficult to predict, although they usually depend on how easily an applicant can access the required documentation, as well as the complexity of the application.
